* California: In 2025, the state legislature voted to override the Independent Citizens Redistricting Commission and redrew congressional maps under direct legislative control, effectively ending the independent redistricting process established by Proposition 11 (2008). The new maps produced a significantly larger Democratic seat advantage relative to vote share.
